    Yes, Phonegap provides you platform to build your apps for all 3 platform: iPhone, Android, Windows.
    These apps are called hybrid app. Phone gap apps are build using Cordova command line tools that helps to add different platforms using CLI.
    Once platform added, You can add your HTML/CSS/JS in www folder and your app will be able to run on all added platform.

    This link will give you basic idea of how to start with cordova apps.
