Can anyone please let me know if it is mandatory to get a GMS license from Google in case someone wishes to embed the Google Play Store & Youtube apk in thier Android dongle when it is shipped ? As per my understanding this is required for Mobile and Tablets only .
I am asking this because I see a huge list of CHinese suppliers who provide Streaming Dongles embedded with Google Play , Youtube etc but dont have any GMS license to do so . Does Google really enforce licensing needs for their playstore on a product like a Android Dongle and take legal action against someone who is essentially Google itself in further distribution ?
On the other hand it is not easy to get a GMS license because even if your devices are Android certified by a tech lab , it is Googles prerogative to give you a license or not. WHich means you can spend thousands of $ on testing and yet end up with no license ! Though everyone says the GMS is FREE , this whole game baffles me !
Would appreciate if anyone can help on this question and give me their thoughts and reply to the points above
