To create Product Categories in openerp-7 follow these below mentioned step:-
Step1- Install product module
Step2- Go to Warehouse-> Configuration -> Products->Product Categories
and create new Category.

See the below screen-shot for more reference, as it clearly shows the steps I have mentioned above
