In the below example I have created a Tabs ViewPager by using three fragments. Before creating layout firstly I have added design libraries in the dependencies section of build.gradle file. Then I have created three fragments layout, in this I have added ImageView with in LinearLayout.

In activity_main.xml layout I have added Toolbar, TabLayout and ViewPager with in RelativeLayout. Now see in coding part I have created three new fragments classes and a PagerAdapter class , fragments classes extends with Fragment class and PagerAdapter class extends with FragmentStatePagerAdapter class. In MainActivity I have set text tabsLayouts and used OnTabSelectedListener() method. Step(1)-Added these libraries in the dependencies section of your build.gradle file-

    compile 'com.android.support:design:23.1.1'
    compile 'com.android.support:support-v4:22.0.0'

Step(2)-Created a new tab_fragment1.xml layout-
